Which electrical jobs need a Forsyth County permit, and which do not

A common question from homeowners outside Cumming's city limits is whether a job is big enough to need a permit. Forsyth County answers it in a short table on its Do I Need a Permit? page. Under electrical permits, the addition of an electrical circuit needs a permit, an electrical service repair or upgrade needs a permit, and appliance replacement using plug-in devices does not. The County notes that its guide does not include every type of permit and asks owners to contact the Department of Building and Licensing when their work is not listed.

Other rows on the same page affect electrical work indirectly. Basement finishes, interior remodels, additions, accessory structures and swimming pools all need building permits, and each of those usually involves new circuits. All building permits expire 12 months from the date of issuance.

Applying: the Electrical Only Permit and the renovation packet

For work limited to electrical, the County offers an Electrical Only Permit, which it says is used when the scope of work is limited to electrical work on a residential property and does not require plan review. Bigger projects use the residential renovation packet. Its checklist asks for a permit details form, contractor documents such as sub-contractor affidavits for electrical, mechanical and plumbing work, a floor plan for each level with rooms labeled, and fees based on the County's building fee schedule. Applications can be submitted through the County's online Customer Self Service portal or in person.

The electrical sub-contractor affidavit is signed by the licensed electrical contractor, notarized, and includes the state license number. It asks whether the contractor holds a restricted license and, if so, whether the job falls inside the restriction, which the form describes as residential, single phase, maximum 400 amps. See the license check guide.

Doing the work yourself

The County's owner-builder affidavit lets a property owner apply for a permit in their own name and be exempt from the licensing requirement under O.C.G.A. § 43-41-17, with limits. The building must be intended for use or occupancy solely by the owner and family, not for use by the general public and not offered for sale or lease. The owner must provide direct, on-site supervision and may not delegate supervision to an unlicensed contractor. The affidavit has a checkbox for the electrical trade and must be notarized, and any trade not covered by the owner needs a licensed sub-contractor affidavit.

The exemption covers the license, not the code. The County inspects residential electrical work to the 2023 National Electrical Code, and the same inspections apply.

Inspections and codes

The County's residential inspections page lists the 2023 NEC for electrical work and the 2024 International Residential Code with Georgia amendments for building, mechanical and fuel gas work. The renovation checklist says inspections are required during the project and at completion and gives the Inspection Scheduling Team number, 770-781-2114, option 1. For renovations, smoke and carbon monoxide alarms are required and will be inspected and tested.

Inside the City of Cumming, the City issues permits instead; see the City permit guide. Project guides: panel upgrades, EV chargers and generators. When you are ready, the form on this page lets independent local electricians contact you.
